FY2026 Community Project Funding

Congresswoman Sydney Kamlager-Dove requested a total of $51.9 million for 15 community projects across California’s 37th Congressional District during the FY26 appropriations process.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for Fiscal Year 2026 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. 

In compliance with House Rules and Committee requirements, Congresswoman Kamlager-Dove has certified that she, her spouse, and her immediate family have no financial interest in any of the projects she has requested.

Project Name: Rebuilding Lives - Curbing The Opioid Crisis

Project Location: 1209 BROWNING BLVD LOS ANGELES, CA 90037

Requested Amount: $4,900,000

Project Description: This project will reduce the impact of substance use disorders (SUD), including opioids, on 75 +individuals residing in District 37, by providing integrated services, supportive housing and employment training as a continuum of recovery to facilitate self-sufficiency.

Project Name: Launchpad for Learning: Building STEM Skills, Focus, and Opportunity at Carver Middle School

Project Location: Carver Middle School, 4410 McKinley Ave, Los Angeles, CA 90011

Requested Amount: $440,000

Project Description: Launchpad for learning would rapidly transform an unused campus space into a full-day STEM Innovation Center at Carver Middle School—offering hands-on training in robotics, 3D printing, engineering, and digital skills. The project strengthens student engagement, school safety, and workforce readiness in alignment with local and national economic priorities.

Project Name: Exposition Park Public Safety Parkwide Surveillance

Project Location: 700 Exposition Park Boulevard, Los Angeles, CA 90037

Requested Amount: $2,000,000

Project Description: This one-time federal investment represents a smart infrastructure solution that enhances public safety and resilience. Addressing the critical vulnerabilities outlined in the 2024 report by the Department of Homeland Security Cybersecurity and Infrastructure Security Agency, this upgrade will help future-proof one of the nation's most visited public spaces, ensuring it is fully prepared for the security demands of global events like the 2026 World Cup and the 2028 Olympic and Paralympic Games.

Project Name: Better Overland & Safer Fox Hills

Project Location: Overland Ave between Culver Blvd and Freshman Dr (West LA College)

Requested Amount: $5,000,000

Project Description: This project will improve bicyclist and pedestrian safety; encouraging bicycling as logical first choices over driving; encouraging physical health through active transportation; and improving environmental health by encouraging biking & walking as attractive, comfortable, and safe alternatives to motorized travel.

Project Name: Culver City Hydrogen Bus Project

Project Location: 4343 Duquesne Avenue, Culver City, CA 90232

Requested Amount: $4,579,200  

Project Description: The Culver City Hydrogen Bus Project aims to advance the City’s transition to a fully zero-emission transit fleet in alignment with California Air Resources Board’s mandate for all public transit fleets to be zero-emission by 2040. The Project focuses on deploying two 40-foot hydrogen fuel cell electric buses (FCEBs) to address limitations in battery electric bus (BEB) range and service coverage, especially for longer routes.

Project Description: The project consists of the rehabilitation of a 5,291-sf commercial building located on a 14,000-sf lot at the prime intersection of Vermont and Manchester in South LA. The project is located at 8601 Vermont Avenue in CA-37. Vermont Avenue - running through the heart of South LA - has faced disinvestment for decades.

Project Name: Veteran Wellness Program

Project Location: 1816 S. Figueroa Street, Los Angeles, CA 90015

Requested Amount: $400,000

Project Description: The Veterans Wellness Program prioritizes the health and well-being of low- and moderate-income veterans by offering them free access to a dedicated gym space, effectively removing financial barriers to exercise. By fostering social connections among veterans, the program strengthens support networks, particularly crucial for those experiencing economic challenges.

Requested Amount: $5,000,000

Project Description: This rehabilitation project in South LA on City-owned property would support an 18-unit project, including 17 affordable units intended for low-income families with 60% area median income (AMI). The project is modular construction intended to demonstrate that housing can be built quickly and replicated on public-owned lands to address the dire housing and homelessness crisis facing South Los Angeles.

Project Name: Pueblo Del Rio Air Conditioners

Project Location: 1801 East 53rd St Los Angeles, CA 90058

Requested Amount: $4,600,000

Project Description: The purpose of the project is to install energy-efficient air conditioning units and ceiling fans at the Pueblo Del Rio public housing site in order to provide much-needed relief from the heat for the 1,792 residents.

Project Location: 2.8 Miles on Manchester Ave. and Broadway St., Stretching from 955 W Manchester Ave, Los Angeles, CA 90044  to  283 W Imperial Hwy, Los Angeles, CA 90061

Project Description: The project will implement urgent safety, lighting, and beautification interventions to decrease traffic collisions, injuries, and fatalities. It will add state of the art amenities that encourage walking and biking, recreation, commercial activity, and discourage crime in the area.

Project Name: Jubilo Village Affordable Housing

Project Location: 4464 Sepulveda Boulevard, Culver City, CA 90230

Requested Amount: $5,000,000

Project Description: Jubilo Village is a proposed new construction multi-family 100% affordable housing development at 4464 Sepulveda Boulevard in Culver City, California that will provide 93 affordable one, two and three-bedroom apartments to at-risk and low-income households. The project will be service-enriched and provide onsite supportive services through a partnership with Upward Bound House, a Culver City local emergency shelter for homeless children and their families.

Project Name: Los Angeles Metro Regional Bus Stop Enhancement Program

Project Location: 5425 Van Ness Avenue Los Angeles, CA 90062

Requested Amount: $1,000,000

Project Description: Metro’s Regional Bus Stop Enhancement Program would allocate funding for bus shelters and bus stop improvements across Los Angeles County based on a critical bus stop assessment prepared by our agency, which is focused on stops in disadvantaged communities.

Project Location: West Adams, Culver City. Project site is the Westside Neighborhood Park, the West Adams Channel, and the LA City side of the Ballona creek from the West Adams Channel to National.

Project Description: The Blackwelder Greenbelt will provide green space, habitat connectivity, and benefits to underserved communities near Ballona Creek.

Project Name: The Vermont Manchester Transit Priority Project

Project Location: 8500 S. Vermont Avenue, Los Angeles, CA 90044- Vermont Knolls

Requested Amount: $5,000,000

Project Description: This project will integrate affordable housing and transportation by placing compact, affordable housing developments near jobs, transit, and other essential destinations, encouraging residents to walk, bike, or use public transportation instead of driving. The housing portion of the project is complete, however funding is needed to complete the infrastructure component.
