Kamlager-Dove, Bacon Reintroduce Bipartisan Bills to Expand Medicaid Eligibility for Foster Youth

WASHINGTON, DC — Today, Foster Youth Caucus Co-Chairs Rep. Sydney Kamlager-Dove (D-CA) and Rep. Don Bacon (R-NE) reintroduced a legislative package to promote greater health equity by expanding Medicaid eligibility for foster youth.  

The Foster Youth Dental Act of 2026 would expand Medicaid eligibility for foster youth by providing more incentives for dental providers, increasing Medicaid enrollment opportunities, and preventing lapses in coverage.  

The Expanding Coverage for Former Foster Youth Act would broaden Medicaid-to-26 eligibility for former foster youth by removing enrollment restrictions, including those who exited to kinship guardianships or emancipated before 18, and requiring states to conduct coordinated outreach and enrollment efforts. 

“We must support the health care needs of the more than 23,000 young people who age out of our nation’s foster care system each year,” said Rep. Kamlager-Dove. “I’m proud to reintroduce these bipartisan, compassionate bills alongside Rep. Bacon to close persistent gaps in our health care system that too often force foster youth to go without the care they deserve. As Co-Chair of the Foster Youth Caucus, I remain committed to working across the aisle to ensure every foster youth has access to the resources they need, from health care to education, employment, and beyond.” 

“Having access to health care can make the transition to adulthood easier for former foster youth,” said Rep. Bacon. “Without a traditional support system, foster youth face an increased risk of chronic illness and need for mental health and dental care. Ensuring that former foster youth are eligible for Medicaid and have access to dental services helps prevent them from falling through the cracks. I’m pleased to co-lead this package with Rep. Kamlager-Dove to strengthen support for young people as they transition out of foster care.”
